The verdict
Choose Qatar when the Qsuite is confirmed on your aircraft; it is still the best all-round business class in the sky. Choose Etihad when its negotiated fare lands meaningfully lower, when you prefer Abu Dhabi's quick, quiet Terminal A over Doha's scale, or when your Qatar routing would carry a non-Qsuite aircraft anyway. On like-for-like hardware the gap is smaller than the reputations suggest.
